Requires the registrar and election commissioners to revise and purge voter rolls through the Statewide Elections Management System instead of physical registration books.

Authorizes removal of voters who have submitted written requests to be removed from the voter roll.

Replaces references to "registration books" and "pollbooks" with "voter roll" and "master voter roll" throughout election procedures.

Maintains the schedule for voter roll revision meetings at specified times throughout the year (annually in January, before primary elections, and before general elections).

Effective July 1, 2014.
