Amends Section 23-15-911 to clarify the methods by which notice must be served to opposing candidates before a ballot box examination can occur.

Establishes five specific service methods: personal delivery, leaving a copy at the candidate's dwelling, leaving a copy with a family member at least 16 years old, service by email or electronic means, or mailing by registered or certified mail.

Allows notice to be posted on a candidate's door if service cannot be made, and requires mailing by first class mail for candidates residing in multi-family dwellings.

Requires proof of service of notice to be provided to the circuit clerk within three days before the ballot box examination may be conducted.

Takes effect July 1, 2014.
