Amends Section 63-11-37 of Mississippi Code to shift responsibility for submitting court abstracts from trial judges to court clerks within five days of conviction.

Authorizes the Commissioner of Public Safety to decline to suspend an operator's license if the abstract of the court record is received more than 30 days after judgment entry.

Requires court clerks to include on dockets or minutes whether a chemical test was administered, test results, and whether conviction was based on test results.

Specifies that bond forfeitures are considered convictions for purposes of license suspension provisions.
