Appropriates $26,585,278.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Appropriates an additional $58,241,672.00 from federal, student fees, and other special source funds to the Board of Trustees for the same purposes and fiscal year.

Appropriates $150,000.00 for the Mississippi Alcohol Safety Education Program and $1,491,288.00 for the State Court Education Program from the State Treasury.

Allocates specific funding amounts from both state general funds and special funds to 14 different institutes and research centers including the Supercomputer ($695,804 general), Gulf Coast Research Laboratory ($3,615,716 general), and Research Institute of Pharmaceutical Sciences ($3,291,779 general).

Requires the Board of Trustees to allocate $175,000.00 in state funds for Sea Grants matching at the Gulf Coast Research Laboratory and prohibits use of appropriated funds for human embryo research.
