Appropriates $175,650,152 from the State General Fund for the University of Mississippi Medical Center for fiscal year 2015 (July 1, 2014 - June 30, 2015)

Authorizes expenditure of $1,397,102,499 from patient fees, student fees, and other special source funds for Medical Center operations

Designates specific funding allocations including $5,000,000 for the Cancer Institute, $3,000,000 for the Mind Center, $1,760,500 for the Rural Physicians' Scholarship Program, and $1,350,000 for the Center of Excellence at Blair E. Batson Hospital for Children for abused and neglected children

Requires the Medical Center to maintain the Schools of Medicine, Dentistry, Nursing, Health Related Professions, the Teaching Hospital, and Medical Center Service Area

Prohibits use of appropriated funds for research that kills or destroys existing human embryos
