Appropriates $6,090,744.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes an additional $19,322.00 from special source funds and Education Enhancement Fund revenues for the same programs and period.

Prohibits use of general funds to replace federal or other special funds previously used for salaries that are no longer available.

Requires Mississippi Industries for the Blind be given preference in procurement when bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Takes effect July 1, 2014.
