Appropriates $29,621,115.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes expenditure of $16,678,468.00 from special source funds collected by or available for the Extension Service, with $975,245.00 derived from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Home Economics, 4-H, and Community Resource Development in each county.

Establishes performance targets for FY2015 including 930,000 educational contacts in Agriculture and Natural Resources, 767,500 in Family and Consumer Education, 620,000 in 4-H Youth Development, and 140,000 in Enterprise and Community Resource Development.

Prohibits use of appropriated funds to replace withdrawn federal or special funds for authorized salaries and requires the agency to submit budget requests in comparable format and detail to FY2015 process.
