Appropriates $6,018,509.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes $1,164,183.00 in expenditures from special source funds collected for the Forest and Wildlife Research Center during the same fiscal year.

Allocates $253,005.00 from the Education Enhancement Fund (derived from sections 27-65-75 and 27-67-31) within the special source funds appropriation.

Allocates $250,000.00 of general funds for the Tupelo Furniture Market.

Prohibits use of general funds to replace withdrawn federal or special source funds previously used for authorized salaries, and requires legislative preference for Mississippi Industries for the Blind in competitive and non-competitive purchases when bids are equal.
