Appropriates $17,602,912.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation of the College of Veterinary Medicine at Mississippi State University for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes an additional $16,018,720.00 in expenditures from special source funds collected for the College of Veterinary Medicine during the same fiscal year.

Designates $552,920.00 of special source funds to be derived from the Education Enhancement Fund per Mississippi Code Sections 27-65-75 and 27-67-31.

Establishes performance targets for the college including 367 enrolled students, 37.00 FTE faculty committed to DVM teaching, 105 grant applications, and 24,000 animal health center cases.

Requires the agency to submit FY2016 budget request in comparable format and detail to FY2015, with reporting on achievement of performance measures to the Joint Legislative Budget Committee.
