Appropriates $161,945,275.00 from the State General Fund and $42,266,711.00 from the Education Enhancement Fund for aid and support of Mississippi's public community and junior colleges for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Distributes funds based on full-time equivalency (FTE) of student hours with assigned weights: Academic and Technical courses at 1.0, Virtual Community College at 0.50, Associate Degree Nursing and Allied Health at 1.19, and Career programs at 1.0.

Appropriates additional funds for specific programs: $24,084,600 for employee life and health insurance, $4,500,000 for Workforce Development Centers, $7,099,160 for Education Technology, $3,000,000 for dropout recovery initiative, and $2,556,922 for nursing and allied health programs.

Authorizes $3,000,000 in capital expense funds for construction and repair projects across the 15 participating community and junior colleges, with allocated amounts for each institution.

Requires colleges to maintain accounting and personnel records, achieve specified performance targets for GED awards and degree completions, and file comprehensive reports on dropout recovery enrollment by August 1, 2015.
