Appropriates $3,873,377.00 from the State General Fund and $29,051,640.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2015.

Authorizes 109 permanent full-time positions and 49 time-limited full-time positions for the agency.

Appropriates $663,780.00 from the General Fund and $452,094,439.00 from special treasury funds for disaster assistance programs, public assistance, individual and family grants, and mitigation efforts related to multiple declared disasters.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Grants the Executive Director authority to transfer up to $500,000.00 between fund categories and major object budget categories for efficient cash management, with written justification required to the Legislative Budget Office and Department of Finance and Administration.
