Appropriates $8,254,470.00 from the State General Fund for Mississippi National Guard operating expenses for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Appropriates $105,201,323.00 from multiple dedicated funds (Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund) for National Guard operations and federal/state agreements.

Authorizes 858 permanent full-time positions and 27 time-limited full-time positions for the Mississippi National Guard.

Allocates specific funding for Youth Challenge Program ($1,960,686.00), Armed Forces Military Museum ($463,782.00), Sonny Montgomery Center for America's Veterans ($300,000.00), and Youth Challenge Program uniforms ($10,000.00).

Authorizes the Military Department to accept and expend federal funds and funds from other sources up to $20,000,000.00 annually in accordance with state budget law and departmental rules.
