Appropriates $78,407,286.00 from the State General Fund and $97,935,026.00 from the State Treasury to the Department of Public Safety for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Allocates funds across multiple divisions including Mississippi Highway Safety Patrol ($97,120,441.00), Crime Laboratories ($10,449,081.00), Bureau of Narcotics ($14,193,534.00), and other support divisions.

Provides a one-time $1,000 salary increase for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Authorizes $9,948,559.00 from the Capital Expense Fund for Driver License Modernization, Highway Patrol Trooper School, bullet proof vests, training facility renovations, and crime lab/medical examiner moving expenses.

Restricts speed limit citations from being issued on a quota basis and requires annual reporting to the Legislature on elected officials transported in Highway Patrol aircraft.
