Appropriates $6,260,639.00 from the State General Fund and $34,718,114.00 from special funds to the Veterans Affairs Board for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 78 permanent full-time positions, 543 time-limited full-time positions, and 76 part-time positions for the agency.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010, and limits other salary increases to 5% under specified conditions.

Allocates $250,000 to provide care for indigent/low-income Mississippi veterans and non-veteran surviving spouses of veterans in state veterans homes under the "Hilton R. 'Jack' Vance Act of 1997."

Authorizes the Veterans Affairs Board to expend up to $8,000,000 in federal funds for construction and equipping of the North Mississippi Veterans Memorial Cemetery and to award pay raises up to 8% using flexible hiring authority not exceeding $2,000,000.
