Appropriates $8,186,726.00 in special funds to the Mississippi State Department of Banking and Consumer Finance for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 63 permanent full-time positions for the department with no part-time or time-limited positions.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Authorizes the department to reallocate positions ($105,509), reclassify positions ($113,264), award IT special compensation ($5,800), and provide educational benchmarks ($187,880) for a total of $412,453.

Requires the State Personnel Board to maintain salary controls ensuring Fiscal Year 2016 personal services funds do not exceed Fiscal Year 2015 levels unless new programs are added by the Legislature.
