Appropriates $232,937,004 in special funds to the Mississippi Department of Employment Security for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 503 permanent full-time positions, 256 permanent part-time positions, 9 time-limited full-time positions, and 21 time-limited part-time positions.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received raises since July 1, 2010 and earn less than $30,000 annually.

Allocates $38,000,000 from the federal Unemployment Trust Fund for One-Stop Career Center administration, unemployment compensation administration, automation, fraud reduction, and building acquisition or improvement.

Authorizes expenditure of up to $1,700,000 from State Workforce Investment Funds collected under SB 2958 of the 2014 Regular Session.
