Appropriates $523,066.00 from the State General Fund to the Board of Tax Appeals for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 6 permanent full-time positions for the agency.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received raises since July 1, 2010 and earn less than $30,000 annually as of June 30, 2014.

Restricts future salary increases to 5% maximum for employees without raises since July 1, 2010, with exemptions for teacher increments, career ladder advancement, professional certifications, and health care/child protection positions.

Takes effect July 1, 2014 and requires compliance with state budget restrictions and procurement preferences for Mississippi Industries for the Blind.
