Appropriates $5,987,915.00 in special funds to the Mississippi Workers' Compensation Commission for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 59 permanent full-time positions for the commission with restrictions on salary increases limited to 5% for employees who have not received raises since July 1, 2010.

Provides $1,000 salary increases for full-time employees making less than $30,000 annually who have not received raises since July 1, 2010.

Authorizes the commission to transfer up to $200,000 from the Administrative Expense Fund to the Second Injury Fund and up to $150,000 to the Insurance Integrity Enforcement Bureau within the Attorney General's office.

Requires the commission to contract with the private sector for safety education and training programs and directs preference to Mississippi Industries for the Blind when purchasing commodities or equipment.
