Appropriates $219,478,590 from the State General Fund and authorizes $375,904,338 from special funds for the Department of Mental Health for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Allocates $18,951,886 from the Health Care Expendable Fund for specific purposes including Alzheimer's disease services, Medicaid matching funds, crisis centers, and community mental health physician services.

Authorizes funding for 12 state institutions and multiple facilities including East Mississippi State Hospital, Mississippi State Hospital, Ellisville State School, and various regional centers with specified staffing levels.

Provides $16,100,000 to expand community-based services for Olmstead decision compliance and allows transfer of funds to the Mississippi Department of Education and Department of Rehabilitation Services as needed.

Includes $1,000 salary increases for full-time employees (prorated for part-time) who have not received increases since July 1, 2010 and earn less than $30,000 annually.
