Appropriates $23,042,081 from the State General Fund and $477,900,692 from the State Treasury to the Mississippi Development Authority for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 241 permanent full-time positions, 3 permanent part-time positions, 72 time-limited full-time positions, and 1 time-limited part-time position for the authority.

Provides $1,000 salary increases for full-time employees (prorated for part-time) who have not received raises since July 1, 2010 and earn less than $30,000 annually.

Establishes performance targets for fiscal year 2015 including 1,500 national recruitment contacts, 8,100 minority and small business contacts, $60,000,000 in grants awarded, and 4,278,871 tourist inquiries generated.

Allocates $4,876,298 for Mississippi Tourism Advertising and Promotion, $700,000 from MDOT for welcome centers, $1,000,000 for the Engineer Research and Development Center in Vicksburg, and $1,000,000 from the Capital Expense Fund for Innovate Mississippi.
