Authorizes 14 permanent full-time positions for the agency

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received a raise since July 1, 2010

Reallocates two staff positions: Staff Officer III (PIN 26) to Deputy Director at up to $3,689 plus fringe, and Staff Officer III (PIN 23) to PMP Director at up to $2,880 plus fringe

Requires the agency to maintain detailed accounting and personnel records and prohibits expenditures or obligations exceeding the appropriated amount
