Appropriates $185,192.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2014, with comparable budget request submissions for fiscal year 2016.

Directs preference to Mississippi Industries for the Blind when purchasing commodities or equipment if multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.

Requires compliance with state law prohibiting agencies from incurring obligations exceeding their appropriation, with responsible officers held personally accountable.

Takes effect July 1, 2014.
