Appropriates $188,535.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Requires the board to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2014, with comparable detail in future budget requests.

Authorizes the board to escalate its budget and expend funds from any source up to $150,000.00 in accordance with Department of Finance and Administration rules.

Establishes preference for Mississippi Industries for the Blind when the agency receives two or more equal bids for commodities or equipment purchases, or when making purchases without competitive bids.

Takes effect July 1, 2014.
