Appropriates $148,319.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes one permanent full-time position for the Board.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received a raise since July 1, 2010.

Restricts future personnel actions to 5% salary increases unless specific exemptions apply (teacher increments, career ladder advancement, professional certifications, health care professionals, or legislative authorization).

Requires the State Personnel Board to prevent salary actions that would exceed the FY 2015 appropriation level for personal services when annualized.
