Appropriates $340,416.00 from the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 3 permanent full-time positions for the Commission.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) who have not received raises since July 1, 2010, and earn less than $30,000 annually.

Restricts future salary increases to 5% maximum for employees without raises since July 1, 2010, with exemptions for teacher increments, career ladder advancement, professional certifications, and other Legislature-authorized actions.

Requires the State Personnel Board to ensure Personal Services funding for fiscal year 2016 does not exceed fiscal year 2015 levels unless new programs or positions are added by the Legislature.
