Appropriates $2,311,038.00 from special funds in the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2015 (July 1, 2014 – June 30, 2015).

Authorizes 16 permanent full-time positions for the board with restrictions preventing Personal Services appropriations from exceeding FY2015 levels in FY2016 unless new programs are added.

Provides $1,000 salary increases for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received raises since July 1, 2010.

Permits the State Board of Contractors to accept and expend up to $400,000 in non-appropriated funds for enforcement, private collection services, and administrative collection costs.

Takes effect July 1, 2014.
