Appropriates $1,314,603.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes $635,750.00 in special source funds for the Board of Animal Health during the same fiscal period.

Authorizes 21 permanent full-time positions and 5 time-limited full-time positions for the Board.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received a raise since July 1, 2010.

Restricts future salary increases to 5% maximum for employees who have not received raises since July 1, 2010, with limited exceptions for specific professional categories and career advancement.
