Appropriates $4,529,263.00 in special funds to the Mississippi Fair Commission for fiscal year 2015 (July 1, 2014 - June 30, 2015) to cover expenses of the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 16 full-time and 42 part-time permanent positions, with a $1,000 salary increase for full-time employees (prorated for part-time) earning under $30,000 annually who have not received a raise since July 1, 2010.

Restricts operation and service contracts to no more than three years and requires compliance with competitive bidding laws; gives preference to Mississippi Industries for the Blind when bids are equal.

Grants the Fair Commission authority to escalate its budget up to $1,500,000.00 from any source and to enter multiyear contracts for signage rights, with proceeds dedicated to marketing and youth livestock shows.

Requires expenditures to comply with state fiscal law, prohibits obligations exceeding appropriations, and takes effect July 1, 2014.
