Appropriates $200,000 from the State General Fund to the Tennessee-Tombigbee Waterway Development Authority for fiscal year 2015 (July 1, 2014 through June 30, 2015)

Authorizes expenditure of $206,858 from special source funds for the Authority's expenses during the same fiscal year

Authorizes 3 permanent full-time positions for the Authority

Prohibits use of state-owned vehicles for anything other than official state business

Requires the Authority to maintain complete accounting and personnel records and prohibits incurring obligations in excess of appropriated funds
