Appropriates $40,949,736 from special source funds for the Mississippi Department of Information Technology Services for fiscal year 2015 (July 1, 2014 - June 30, 2015), authorizing 152 permanent full-time positions

Appropriates $8,000,000 from the State General Fund and $500,000 from special source funds for the Wireless Communication Commission, authorizing 10 permanent full-time positions

Provides a $1,000 salary increase for full-time employees earning less than $30,000 annually who have not received a raise since July 1, 2010

Authorizes the Department of Information Technology Services to receive additional funds from state agencies and escalate up to $5,000,000 with up to 20 additional positions to provide data processing and telecommunications services

Requires the Wireless Communication Commission to follow state procurement and bid laws and prohibits expenditure of funds on payments to legislators, state officials, or current/recent commission members
