Appropriates $5,402,111.00 to the State Personnel Board for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 56 full-time permanent positions and 1 part-time permanent position for the agency.

Provides a $1,000 salary increase for full-time employees (pro-rated for part-time) earning less than $30,000 annually who have not received a raise since July 1, 2010.

Restricts future salary increases to 5% maximum for employees without raises since July 1, 2010, with exemptions for teachers, career ladder advancement, professional certifications, and positions specifically authorized by the Legislature.

Authorizes the State Personnel Board to expend up to $500,000 from the State Personnel Board Training Fund account if additional funds become available.
