Appropriates $5,358,051.00 to the State Treasurer's Office for fiscal year 2015 (July 1, 2014 - June 30, 2015).

Authorizes 42 permanent full-time positions for the office.

Provides $1,000 salary increases for full-time employees earning less than $30,000 annually who have not received raises since July 1, 2010.

Appropriates $30,000,000.00 to the Mississippi Prepaid Affordable College Tuition Trust Fund and $150,000.00 to the Education Improvement Trust Fund No. 3219.

Allocates appropriated funds to three program budgets: Mississippi Prepaid Affordable College Tuition program ($1,580,715.00), Mississippi Affordable College Savings program ($120,000.00), and Treasury Office Support programs ($3,657,336.00).
