Mississippi Development Authority (MDA) may certify areas as health care industry zones if located in counties with hospitals holding certificates of need for hospital beds or specific universities/colleges.

Expands certification to include counties containing universities or colleges accredited by the Southern Association of Colleges and Schools that award degrees or train workers in health care or pharmaceutical fields.

Requires qualified universities or colleges to be located along or near Mississippi Highway 67 within a master planned community.

Health care facilities requiring certificates of need must comply with Section 41-7-191 to qualify as certified businesses.

MDA authorized to adopt rules and regulations necessary for administering the health care industry zone program.
