Authorizes the Town of Falkner, Mississippi to acquire and operate the Blackjack Development Association, Inc. Water System, assuming all liabilities, obligations, assets, duties and responsibilities of the association.

Exempts the Town of Falkner from the five-mile distance limitation on water distribution systems under Mississippi Code Section 21-27-39 to serve the area currently served by Blackjack Development Water Association.

Permits the Town of Falkner to charge consumers outside its corporate limits up to twice the rate charged to in-town consumers until any construction, expansion, or improvement projects and related debt are completed and retired.

Clarifies that indebtedness incurred by the Town of Falkner to acquire and operate the water system does not count toward statutory debt limitations for municipalities.

Preserves the Public Service Commission's authority to regulate rates and the requirement to obtain a Certificate of Public Convenience and Necessity.
