Revises the Harrison County Motor Vehicle for Hire Commission membership to consist of representatives appointed by five municipalities (Pass Christian, Long Beach, D'Iberville, Biloxi, and Gulfport) plus two at-large commissioners, eliminating the Harrison County Board of Supervisors appointment.

Removes requirement for Harrison County Board of Supervisors approval of the commission's budget and rules, making the commission an independent body.

Grants the commission explicit powers to adopt and enforce rules on vehicle inspections, fare rates, permit transfers, license suspensions/revocations, vehicle registration, and insurance requirements for motor vehicles for hire.

Establishes that violations of commission rules and regulations are misdemeanors punishable by fines up to $200, enforceable by the commission, Harrison County, or municipalities that adopt related ordinances.

Provides that persons denied operator permits or having permits suspended/revoked may appeal to circuit court, with appeals following procedures used for municipal appeals but without automatic suspension of the order.
