Honors the legacy of Dr. Susan G. Dillard, an educator from Louisville, Mississippi who passed away in 2010, in connection with a $2 million grant awarded to Mississippi State University College of Education and Louisville Municipal School District.

The grant funds the "Dillard's Reading, Enrichment, Arts, Mathematics and Science After-School and Summer Tutorial Enrichment Program (DREAMS)," a five-year partnership serving 150-200 at-risk students in kindergarten through fourth grade at four schools in Winston County.

DREAMS provides evidence-based academic tutoring, teacher intervention, and literacy training designed to improve classroom achievement, test scores, class attendance, reading fluency, mathematics skills, and critical thinking.

Dr. Dillard was a National Board Certified Teacher, 2010 "Teacher of the Year" at Nanih Waiya Attendance Center, Mississippi State doctoral graduate, and first Barksdale Visiting Professor at MSU who assisted with the initial grant proposal.

The concurrent resolution directs that this resolution be presented to Dr. Dillard's surviving family and transmitted to MSU College of Education Dean and the Louisville Municipal Separate School District Superintendent.
