Request Congress to propose a constitutional amendment establishing that parental liberty to direct upbringing, education, and care of children is a fundamental right.

Prohibit the United States and states from infringing this right except when demonstrating a governmental interest of the highest order that cannot otherwise be served.

Exclude parental actions or decisions that would end life from the amendment's protections.

Prevent international law or treaties from superseding, modifying, or interpreting the parental rights guaranteed by the proposed amendment.

Urge state legislatures to call on Congress to propose this amendment to the U.S. Constitution and provide copies to congressional delegation and other state legislatures.
