Amends Joint Rule 20 to require a fiscal note on any bill or concurrent resolution that increases or decreases state revenue, either directly or indirectly.

Allows any member of either house to request a fiscal note; consideration of a measure cannot proceed without the fiscal note unless two-thirds of members present and voting vote to dispense with the requirement.

Requires the fiscal note to include a reliable estimate of the anticipated change in state revenues under the bill's provisions.

Exempts general appropriations bills and local and private bills from the fiscal note requirement.

Changes the designated agency for requesting fiscal notes from the State Tax Commission to the Department of Revenue.
