Supports the strategic economic partnership between the United States, Mississippi, and the Republic of Azerbaijan as a key partner in the South Caucasus region.

Urges the U.S. Administration to reinvigorate efforts toward a fair political settlement of the Armenia-Azerbaijan Nagorno-Karabakh Conflict, where Armenian forces currently occupy 20% of Azerbaijan's territory.

Recognizes Azerbaijan's economic importance to the region, with its GDP accounting for 80% of the South Caucasus region and being the largest U.S. trade partner in that area.

Highlights strategic infrastructure projects including the Baku-Tbilisi-Ceyhan Oil Pipeline, Baku-Tbilisi-Erzurum Gas Pipeline, and Baku-Tbilisi-Kars Railway that benefit regional development.

Directs copies of the resolution to be sent to the President, U.S. Congressional Delegation, State Department, and U.S. Ambassador to Azerbaijan.
