Dr. Stephen Lewis Handley served as Superintendent of Education for Hinds County School District from June 2005 to December 2013, overseeing 6,500 students, 714 staff members, and an annual budget of over $86 million.

Moved the district rating from Academic Watch to Successful and achieved ratings improvements across seven schools during his tenure as principal and superintendent.

Implemented technology initiatives including custom software for tracking student progress, Response to Intervention (RTI), discipline, and teacher evaluations, plus a district-wide Positive Behavior Management System.

Completed major capital projects including school renovations, three additional classroom wings through bond refinancing, and a $1.5 million cafeteria funded by energy conservation efforts.

Earned his Educational Doctorate from University of Southern Mississippi in 1998 and received the 2005 Mississippi Administrator of the Year award and other professional honors.
