Urges the President of the United States and Congress to assist Azerbaijan in asserting its territorial integrity and to reinvigorate efforts toward resolving the Armenia-Azerbaijan Nagorno-Karabakh conflict.

Acknowledges Azerbaijan as a strategic economic partner in the South Caucasus region with expanded U.S. partnership in energy security, counterterrorism, and nonproliferation efforts.

Notes that Armenian forces currently occupy approximately 20% of Azerbaijan's territory, including the Nagorno-Karabakh region and seven surrounding districts, which has been condemned by United Nations resolutions.

References the 22nd anniversary of the February 26, 1992 Khojaly Tragedy and recognizes international support for Azerbaijan's sovereignty from NATO, the United Nations, and other organizations.

Directs transmission of the resolution to the President, Mississippi Congressional Delegation, the State Department, and the U.S. Ambassador to Azerbaijan.
