Eliminates the requirement for disabled persons to submit physician certification upon annual renewal of special disabled parking license plates and windshield placards.

Allows holders of special disabled parking plates and placards to renew them annually by complying with motor vehicle registration laws and paying required taxes and fees, without additional physician documentation.

Initial application for special disabled parking privileges still requires physician certification that the applicant meets disability criteria and will have the disability for at least five years.

Transfers authority for issuing special disabled parking plates and placards from the State Tax Commission to the Department of Revenue.

Takes effect July 1, 2015.
