Allows counties that have replaced all structurally deficient bridges to use Local System Bridge Replacement and Rehabilitation Program (LSBP) funds to match federal funds for state aid system roads and bridge replacement projects.

Changes reallocation of forfeited LSBP funds from equal distribution among all eligible counties to distribution only to counties with bridge projects ready for completion but lacking funds.

Removes the requirement that federal funds for state aid secondary system roads be allocated to counties in accordance with the state aid formula, instead allowing allocation subject to federal law and State Aid Engineer recommendations.

Updates references from "State Highway Department" to "Mississippi Department of Transportation" throughout the statute.

Takes effect July 1, 2015.
