Transfer Motor Carrier Regulatory Law enforcement personnel, equipment, permits, weigh stations, and funding from the Mississippi Department of Transportation to the Motor Carrier Division of the Mississippi Highway Safety Patrol within the Department of Public Safety, effective July 1, 2015.

Authorize the Motor Carrier Safety Division to maintain a minimum of 25 and maximum of 175 full-time patrolmen in the Motor Carrier Safety Assistance Program, with 212 position allocations transferred from MDOT to the Highway Safety Patrol.

Amend Section 77-7-16 to designate the Motor Carrier Division of the Mississippi Highway Safety Patrol as responsible for enforcing motor vehicle safety rules and regulations under the Motor Carrier Regulatory Law of 1938.

Exclude personnel transferred from MDOT from membership in the Highway Safety Patrol Retirement System, allowing them to maintain existing salaries and benefits under separate terms.

Repeal three sections of Mississippi Code related to Public Service Commission authority over motor carrier law enforcement personnel and payment of those employees.
