Repeals sections 63-13-1 through 63-13-29 of the Mississippi Code, eliminating the Motor Vehicle Safety Inspection Law effective July 1, 2015.

Amends window tinting regulations in Section 63-7-59 to remove references to motor vehicle inspection stations and transfer tinting compliance testing to the Department of Public Safety, which shall charge a $5.00 fee.

Adds a $5.00 registration fee on all vehicle license tags and decals to be deposited in the State General Fund and remitted to the Department of Public Safety.

Modifies school bus safety inspection requirements in Section 37-41-53 to remove reference to state inspection laws while maintaining safety standards under the State Department of Education.

Removes the requirement for applicants to present an inspection certificate during driver's license testing as specified in Section 63-1-33.
