Defines an "abandoned vessel" as one left with a dealer/repairman for over 40 days without claim, left unattended on public property for 5+ days, or lawfully towed to private property for 40+ days without claim.

Authorizes vessel dealers, wrecker services, repair services, and property owners to sell abandoned vessels at public auction or dispose of them if valueless, after obtaining two written statements of worthlessness from licensed dealers.

Requires notification of lienholders within 10 days of vessel receipt, with 30 days for claims before sale; last-known owners and lienholders must be notified by registered mail or three weeks of newspaper publication if owner identity cannot be determined.

Directs proceeds from vessel sales, after deducting repair, towing, storage, and sale expenses, to escheat to the county general fund or municipality general fund if the municipality has adopted applicable procedures.

Requires inquiry with the Mississippi Commission on Wildlife, Fisheries and Parks regarding the vessel's status under the Mississippi Boating Law of 1960 before disposition occurs.
