Defines "transportation network company vehicle" (TNCV) as a personal motor vehicle used for passenger transportation for compensation affiliated with a TNC.

Requires TNCs and TNCVs to be regulated the same as taxicabs, including annual privilege tax of $35.00 per vehicle and registration requirements through county tax collectors.

Excludes TNCs and TNCVs from classification as common carriers, contract carriers, or private carriers under Mississippi motor vehicle regulations.

Requires TNCV drivers to obtain a Class D operator's license, same as taxicab drivers, and makes the act effective July 1, 2015.
