Adds two new categories of capital murder to Mississippi law: killing three or more people in a single act, scheme, or criminal episode, and killing more than three people within a three-year period

Maintains existing capital murder categories including murder of peace officers, firefighters, elected officials, murders committed by those under life sentences, murder-for-hire, and murders using bombs or explosives

Preserves capital murder designation for killings during commission of rape, burglary, kidnapping, arson, robbery, sexual battery, child abuse, or on educational property

Effective date of July 1, 2015
