Amends Mississippi Code Section 97-5-23 to add "or with any object" to the definition of sexual abuse, expanding prohibited conduct beyond use of hands or body parts to include objects.

Applies the expanded definition to sexual abuse of children under 16 years old and to abuse of mentally defective, mentally incapacitated, or physically helpless persons.

Applies the expanded definition to sexual abuse by persons in positions of trust or authority over children under 18 years old, including teachers, counselors, physicians, coaches, and legal guardians.

Adds requirement that second convictions include consideration of substantially similar offenses under laws of other states, with maximum sentence of 20 years imprisonment.

Effective date: July 1, 2015.
