Mississippi Legislature appoints all delegates and alternate delegates to any Article V constitutional convention, with all appointees required to be state residents and equal numbers of alternates to delegates.

Legislature provides binding instructions to delegates via joint resolution specifying permitted scope of amendments and procedures; delegates may only vote on amendments matching the exact text in the calling application and within the authorized subject matter.

Any delegate voting in violation of legislative instructions is immediately removed and replaced by an alternate delegate; the violating vote is void and the delegate faces criminal penalties of up to 2 years imprisonment and/or a $2,000 fine.

Article V Convention Delegate Advisory Group established, composed of judicial officers and an attorney, to advise delegates on instruction compliance and to notify the Attorney General of suspected violations so credentials can be revoked.

Legislation becomes effective July 1, 2015.
